My guess is the Marshall Islands or Atlanta, Georgia.
I think he should go to the Dominican Republic.

Foreign: Canada Toronto (east or west) mission speaking French or something with characters (Korean, Chinese, Japanese, ect)
Those are my guesses... but of course I would be wrong and you will go to Brasil or something.
